Wow. You can't keep my kids inside. There's a constant trail of wet leaves and muddy wellies from inside the garage into the house. But we do have an amazing back yard with a bunch of trees and a swing set, and there are other kids in the neighbourhood and they all have scooters, skates and bikes.
If I were you I would absolutely use whatever means necessary to get them outside. :)
