As for the lips, I've spent a lot of time looking at Stella's lips and eyes. (or rather the way stella draws lips, they are often my favourite part of her art, except for maybe nipples and butt cracks, but lets stay on topic)
so if you take the lips and eyes from: It was that day (http://stellamoon.livejournal.com/31648.html#cutid1) and the harry_scorpius banner: http://community.livejournal.com/harry_scorpius/
I look at those lips and those eyes and I see Draco (and Scorpius) but for the intent of this discussion lets just say, I see beautiful, sexy, male lips and eyes. When I look at the Glamour pic, I see the same (I mean not identical, but the evoke the same reaction for me).
So, yes. While my first thought on seeing that pic was 'gorgeous female', my second thought (like harry's) is oh! that's Draco!
