If there is a discrepancy in what is considered chan and what is NOT chan (and the actual definition seems elusive or at least open to interpretation), I would just put their ages in the warnings and actually forget about all this "is it chan" or "is it not chan" business. That makes it clear to the readers what ages your character possess and then they can make the decision whether this is a squick for them or not.
