If one of the characters is underage, it's allowed.
If one of the character is only pretending to be underage it's not allowed. (we will have a round for role-playing soon. Which will include slave roleplaying, underage role-playing etc...
But more to the point...You can submit a fic where X makes Y call him daddy and Y pees in his pants if Y is underage.
